Fuel Pump, What's wrong with it?

I got a 1993 Grand AM that refuses to start. The engine cranks fine, but will not fire. I also noticed that when you turn the key to the on position, you can hear the fuel pump come on, but along with that, you can hear a clicking noise. You can actually feel is in the fuel lines under the hood. Is this the fuel pump clicking on and off? What else could be causing this?
