hid bulb question

before joewagon runs up in here ranting about the post he made...i read it. it doesn't answer my question. :p

hid bulbs are labeled as 55w -> 80w, 80w -> 110w etc.
does this mean that it draws 55w current and emits at 80w?
and should a bulb rated 55w -> 80w be labeled at 55w since it draws a 55w current?

they are supposed to 'be the equivalent output of' the second number, and I might believe them on HID's, but not PIAA halogens that say 55->80

Yes, draw/output
It should be labeled 55, yes, but it might put out what a normal bulb does at 80

i was interested in the labeling aspect...and that's exactly what i thought....here's the story:

i bought some nokya bulbs from a dude on ebay, fusionmotorsport. this guy actually runs a speedshop...that's what gets me.
the bulbs from the auction were for 55w. he sends me 80w nokya bulbs. well since here in austin, i've actually had an emissions tester check this and fail me for it, so i sent them back. all i wanted were the 55w bulbs from the auction.
well this dickhead says they were mislabeled on the package, but the bulbs were labeled correctly at 80w. i tried to explain to him how it works, but he just wouldn't try to understand. so i told him that if they were labeled incorrectly, send me a new set with the correct labeling and i'd shut up about it.
well a month later, no bulbs, no refund and he's still trying to argue about it.
ebay/paypal won't do shit because he sent me something (eventhough it was totally incorrect)
so i tell dickstain to just send back the bulbs. he refused, asking why i wanted them back if they weren't the right ones. can you believe that shit?!?!?!? so right there, he's acknowledging they're incorrect, but still not doing shit to refund or replace them; AND HE'S BLAMING ME FOR IT!!!

i wish i'd have just waited the extra month and went with silver stars.

sorry for the rant,i just wanted to make sure i was right.

i was running 80w nokya [sp?] 5000k's and i really liked them. because of the blue coloring, you need more power to make good light. 55-110 bulbs just don't cut it. if you can just get back the 80w's they are good bulbs.

i tried but they won't do nothing since he actually sent something...eventhough he got it back and i got nothing to show for it.

boosted,
i'm just trying to get something back. i'm really more worried about the fog light harnesses melting with high wattage bulbs. that's why i wanted the 55w bulbs...plus like i said, they actually look for this during inspections...i can cruise around with no cat, but heaven forbid i got some 80w bulbs in my car. :disappoin

The world works in mysterious ways. I am happy with CT's half-ass emissions, because a year or two ago we got rid of it and now we have it back so they're trying to do them all at the same time.
