red brake light with a timer like noise???

I have a 90 jeep, most mornings after driving a short distance and touch the brakes the red light comes on and usually stays on. If you stop and listen carefully you can hear what sounds like a faint egg timer with a clicking sound (like a turn signal on) from behind instrument panel, when light is not on sound is not there ?? Brakes feel no different and anti-lock brakes work fine, it has its own seperate yellow light.
Noise is present only when light is on and brake peddel is depressed. This has been going on for over a year now.
Any help????

The 94 shop manual says that the yellow and red lights operate independently of one another. The yellow light is for the ABS system and the red light covers basic brake items like the parking brake and some indiviual components. The manual says either the parking brake is applied/malfunctioning or a wheel brake is malfunctioning.

But what of the timer type noise and clicking noise only present when light is on and foot on brake??
Brakes are fine emergency brakes and cables fine and fluid is topped off, but none of these would creat that damn noise??

It does not mention anything about a noise or a buzzer that would go bad. The system has to be monitoring the brakes somehow and I imagine there is either a bad sensor or shorted wire if your brakes all chack out mechanically. More wiring :-) the fun troubleshooting job.
