1990 Topaz won't start when it's cold

Hi,
I have a 1990 Topaz that when you first try to start it in the morning you have to turn the ignition on and off (without cranking the engine) several times before it will start. Of course if you prime it through the air intake with a little fuel it will start up then.
After it is running and warms up a little you can shut it off and it will start up fine after that.
Is there some sort of cold start relay or sensor that may be defective?
Any help would be appreciated.
