strut bars...which way should they be adjusted?

Would you not pull in the uppers and push out the lower, in adding to the 'negative camber'?

A strut bar is supposed to make the car rigid, not change your camber. That's what camber kits are for.
Also if you do that it might permanetly damage your car.
