First time I have seen it and I have quite a lot of photo etch and I only build race cars.
Usually P/E sets come with ID sheets to help you identify the parts.

Well, these are (I think) parts of the so called "six point harness" in modern racing cars. These parts goes between the legs of the pilot.
This is not the best picture showing these parts, it will give you an idea, though.

Max is right, they are the 'groin' belts. That type are designed so the lap belts thread through them and then attach to the locking ring. Can't say I really like the idea of PE seatbelts, more suited to 1/72 scale aircraft
