window motors or the switch

One of my friends at work got a 95 Rodeo. His power windows are not going up most of the time but then, when they happen to make it up after multiple attempts and you let go off the switch/controller (not sure what that little button called) they roll right back down. The corner shop he has taken his Rodeo to, says it’s the window motors (the problem is mimicking on the both sides – front) and it would cost $150 a piece just for the parts. My problem with this statement is: If the motor does not work, the window ‘should’ not we going up or down under any circumstances. But before I make such a statement, thought I’d ask someone who really knows….
