Elecrical problem Instrument cluster

several months ago I lost the illumination in my instrument cluster then a relay beneath the front dash panel starting clicking bad but only when the key was turned off now there is a small fifteen amp fuse under the hood that keeps blowing causing me to lose the radio, dome light, power locks and glove box light. I need my radio, any help at all would be greatly appreciated!
