Negotiating techniques

What's the best way to approach a negotiation with a seller? I'm looking at 1990 GMC SLE with 177,000 miles. New motor at 144,000, 3 sets of wheels (two with tires) and numerous other bonuses.

I'm close to the seller, so I can go drive it and actually end the auction buy buying it in person.
How can I do this correctly? I'm willing to go as high as about $4250. Low/high book is like $3200 and $3900.
