when i mounted my turbo i noticed that my drain outlet is kinda at an angle should i rotate the center of the turbo so that the drain is facing strait down?

so all i have to do is loosen the four bolts to rotate

it depends, you might have to loosen all to clock the compressor and exhaust housings and the cartridge properly. i always set my kits up with the drain angled just slightly back so when under hard accelleration the oil can drain down and back towards the oil pan.
