could i just get a peice of pipe, cut it and then make some brackets, weld it together then bolt it in? it will work as long as the pipe is very stiff and the brackets are tight wont it?

Do you mean a brace for the top of the strut towers?
Home mead is fine. I have seen folks use 1 inch square section tubing, thick wall, like .125 inch and it works fine If its under the hood, try a triangular brace between both towers and the firewall, if there is room and a solid mounting surface.
