what does RTI actually stand for?

this has been bugging me for a while now. I can think of a couple things that RTI stands for when it comes to flexing on an articulation ramp but I don't think that any of them are right. somebody please put my mind to rest!

oh, and how is the measurement taken? only thing I can think of is vertically in millimeters. Is this right?
