What year car is the engine staying/going in? I'm pretty sure the d15b1 is a 88-91 motor and the d16z6 is a 92-95 motor. If (and only if) I'm right it will depend on what car it's going into. If it's a pre-'92 then you'll need the d16z6 ECU to put in that motor so the vtec and fuel injectors will work. But I'd personally say definently go with the d16 (125hp); it's close to double the hp of the d15b1 (70hp).

Nah dude, it would probably cost quite a bit more to go from 70hp to 125hp without going FI. Trust me, get the d16z6. It will be a lot better platform to build off of. A lot more parts and power capablities with the d16z6.
But hey, how much are you looking to spend? If you can spend up to about $2000, you could get a b16a for your model from Hmotorsonline.com for around $1900 shipped and ready to drop in. They are an even better engine to build off of and the extra 35hp is a BIG difference from a d16z6.
