1987 325i convertible, headlight problems

Hi,
I recently purchased pretty nice looking 1987 BMW 325i convertible. This vehicle has many problems, but I am determined to take care of them.
Well, I bought it at an auction and it only had the bright lights working on one side. No low beams at all.
So I just replaced both of the low beams and one high beam. Well , now the high beams work on both sides , but No low beams ! I checked the fuses , that only got both the high beams working. Any suggestions , that hopefully won't cost a ton of money ?
I will be buying a repair guide. The car did not come with the owners manual , so I have ordered one for $40 . Ouch.
Any way , I will try to take a picture of this beautiful convertible and post it.
Here is what else it needs : It is like a dirty laundry list
New Radiator $325 includes labor
New Fuel Sender about $70 plus labor
Guibo (Drive Shaft Flex Disc) $40 plus labor
Valve clearance adjustment $?? , valve cover gasket $20
Needs new leather drivers seat (got one for $233 used but nice)
Fender $117, painted and put on +$150 ?
Hood Strut $12
Blower Motor $35 plus labor
But I feel most important it needs the Headlights WORKING.
It drives fine now.
Any ideas?
If anyone seems interested in the progress of this vehicle I will update this thread.
After I am done fixing it up , I will sell it for about $4000.

Check the Low-Beam relay (K-4). If you've replaced both bulbs and the fuse is good, most likely the relay coil has failed.

I just ran a Car-fax on this vehicle. It has a Salvage Title AND Odometer ROLLBACK !!
I am taking this vehicle back to the auction and will have my purchase price refunded.
I put a little more than $200 into this car already, so I hope the company that sold it will reimburse either some or hopefully all of that money.
If not , possible small claims court, and possible loss of reputation.
This company is based in Akron Ohio, the heart of the auto industry in Ohio.
