1988 3/4 T Suburban wont downshift

I bought it not too long ago.......
It wont downshift at all, no passing gear at any speed, any gear, any hill, any time.
I had an 85 carbureted longbed pickup 3/4T heavy duty model which had a switch in the gas pedal area which would engage when the pedal made contact.
This looks as though there is a spot for that switch but i didnt notice the harness hangin out anywhere.
Do the TBI suburbans have this button/switch??
Are there suppose to be any throttle valve cables....my haynes manual....which sucks.... mentions detent cable and detent switch and throttle valve cable.....also downshift relays.....I have the relay for sure whether its any good ya got me.
