I have a 1989 dodge carvan.
First thing, When it gets cold outside (10 to -20) I get almost no heat.
Second thing, Turn signals stopped working. Hazards still work.

Either your heater core or your thermostat is artially blocked. Try replacing the thermostat first and then the heater core.
