does any one know how hard it would be to fit a small 92-95 civic radiator in a 4th gen

The 92-95 Civic radiator is too tall to fit under the hood without tilting it back or something ghetto like that.

Your options are aftermarket crossmember which will accomodate the 92-95 Civic radiator or get the C&R shorty radiator which is a small radiator that bolts right in. However your looking to spend almost $500 for either option.

At the bottom is stated: "i have a 92+ civic rad in my car. fits well. had to cut the hood and thats it. piece of cake. oh yea, take out the lower mounts, the rubber/metal peices to give you more room."

I wouldn't even think about cutting my hood to fit that in there. Especially those of us with CF hoods.
