92 Q45 won't start under 20 degrees F

Has anyone seen this before?

Leave the car outside when temp is on or around 20 degrees and it won't start. Put it inside and let it warm up and she fires right up.

A local non Infinity tech said that the gas line was frozen and replaced a section but still nothing.

Another local said he was stumped.

All of this info is third party. I'm sick of seeing my nephew get the run around and we don't have a local infinity dealer. The car has been down for over two weeks.

Thanks for any help you can give.
