Adjust Subaru Carb

I am trying to adjust the carb on a 83 Subaru 4X4 GL. This is a replacement carb that came off another 83 Subaru. All vacuum lines that are not in use have been sealed up tight. The engine will start and maintain an idle (the idle is a little fast, around 1500 RPM's) Where do I start? Thanks for any suggestions:

i would start with adjusting your fast idle cam, usually located next to the choke housing. if it does not come with one then maybe adjusting your choke. yours may be staying closed to the degree it's drawing in too nuch fuel and then would draw in extra air in return raise your idle. i hope that helps.
