runs rough hard starting low compression?

I just bought a clean 1992 merc grand marquis with 90k on it the dealership says it has low compression I havent checked yet could it be anything other than valves or rings?

a de4alership mechanic I know said the cylinders are getting washed with gas & it could be a sensor problem has anyone dealt with this situation?
