I need to know whether I should drain the oil to replace this seal and if anybody can give me a brief run-down on the entire procedure, it would be appreciated.

Just did mine a few days ago. Don't worry about draining the oil (the pan is lower than the seal, right?).
Take off passenger tire
Take off splash shield
Take off power steering pump belt. Back off locknut on the long bolt then back it off. This sounds easier than it is. Almost all of our pumps get "stuck" and the pump does not want to move. keep reading for what I did later.
Take off the alternator belt. Loosen idler pulley bolt and back out with hidden adjustment screw near the ac compressor.
Use a 27 mm socket and an impact gun to remove (use a breaker bar also but you'll have to hold the other side with something). At this pointin time the power steering pump let loose!
Pull out old seal and remember to set new seal in at the same depth as the old one and lightly coat both sides of it with motor oil.
