when you first turn the key to on, not start, you should be able to hear the fuel pump priming the lines, if you dont hear the pump, then its not working, check the fuses, in the fuse block, and also the fuse between the battery and the coolant overflow tank. should be in a mount screwed to the fender. you could also have a bad relay, not sure how you would test that one. you could pull it out and look for burned or loose terminals. check the pump harness for power and ground, if you have power and no ground, check the screw holding the gound to the body, no power, trace the power line back to the fuse or distribution block. if you turn the key to on, and hear the pump priming the system, check the fuel filter, it could be badly clogged, and also check power to your fuel injectors. if the fuel injectors have no power, they will not function, and you will have no fuel.

one way i check relays is to find one with the same ratings that you know works. pull out the original fuel pump relay and put in the one you know works, see if the pump turns on. its prolly not the best way but ive diagnosed some pretty simple problems that way...
