remote entry programming

I have found diffrent instructions on programming my remotes (ebay pur.) and I seem to be close but nothing works yet. There is a box under the driver seat like the RS3000, but my dealer told me that the 3 button remote was the right one for my 1998 4runner via the FCC ID#. As I go throught the programming sequence of locking and un-locking, opening and closing doors, and turning the key on and off; it seems to be close too working then things quit happening. After turning the key on and off the lights flash and it chirps but the door locks don't cycle. Any suggestions? Did the person at the dealership lead me astray? Thanks, cgoodno
