3.1 L engine Swap

I have a 93 Grand Prix with a 3.1 liter that has California emissions. The engine is shot and I'd like to know if I can swap in a 3.1 with Federal emissions? Would I have to change the onboard computer, wiring harness etc? We don't have any emission testing where I live so that wouldn't be a problem.
