is there a company that makes performance blocks for b18b so i can run 20+ pounds of boost?

Dart makes aftermarket blocks like that, if that's what you are refering to. Also, you could get the B18B1 re-sleeved versus buying a new aftermarket block like darts. AEBS makes the best sleeves out there, IMO. Darton, Golden Eagle, and Benson Performance Manchining also do as well, but AEBS sleeves are the best.

but would sleeves even hold up to 20 pounds of boost b/c i know the stock block can hold 7 so i don;t think a sleeve will add 13 more to it i would just end up with a nice blown engine

Yes re-sleeving it will hold over 20psi. AEBS sleeves can take upwards of 55+psi, Darton Sleeves around 40psi. You don't think people are paying $1000+ for it and it only goes to 15psi??? To answer your question, if you re-sleeve your block with good sleeve, you can DEFINATLY REACH 20psi...As I said above, AEBS sleeves can handle upwards of 55+psi (though you'll never need that much). If anyone told you that you need a new block to get 20psi, that you can't re-sleeve and build your own block...they were wrong or lied. Of course, with anything, you'll still need new pistons, rods, etc...but that's just part of a build-up...re-sleeving with AEBS or getting a Dart block. But yes, re-sleeve with AEBS, Darton, etc (I think AEBS makes the best sleeves, like I said eariler) is definatly capable of holding OVER 20psi. Your not going to crack those sleeves and blow your motor like you would stock sleeves. If something does happen, it's most likly unrelated, and will have messed up Dart's aftermarket block as well. Remember, the option to buy an aftermarket block is fairly new within the last year....how do you think people have been getting high-power out of the these honda motors for all these years. They haven't been doing it with a new, aftermarket block. That wasn't available.
