headlights always come on

I've had a 1994 laser rs for 8 months now and the headlights always come on with the key in the on position. When the car is off, the headlight switch works fine, but does nothing when the car is running. Any ideas or fixes for this?

There is no need to fix anything, you have daytime running lights.
Its normal and manditory in Canada as far as I know(not sure about the US)
