timming question

when replacing the timing belt on a 1.5 dx motor there are three lines on the crank pulley. but if you put it on the center line like honda says its 16 degrees off.i know this is to retard the motor but my crx is a dirt track car so i want to get rid of the retardation. where would i want to place the cam pulley to get rid of that or atleast minimize this? someones got to have done this before succesfully.
