Where Are Those Cooling Fan Relays Located

My '96 Deville Concouns Northstar engine seems to run at between 197 deg and 205 deg. all the time. I have never seen the electric rad. cooling fans come on. At what temp. should they be turning on? I have checked the fuses for them and they checked out ok. I can't seem to locate where the electric cooling fan relays are. Does anyone know where in the engine area they are located at? Also is 197 deg. cooling temp. ok for engine? Should the cooling fans come on when I turn on A/C? Thanks.....
