'99 Honda Accord won't start

My accord won't start sometimes. When it does start there is no problem- just like new. When it doesn't start it's like the starter is bad. It won't turn over. The dash panel lights up and the radio display fades out like normal but thats it. If I hold the key in start position it will finally start after about 30 seconds. I have checked the battery, starter, got the ignition recall. Does anyone have other ideas?
Recently it has started to "bogg down" sometimes when accelerating but I don't know if these two are related.

sounds like your ignition switch you know there is a recall on the switch just bring it to honda and get a new switch for free

Before to turn the ignition key to star the engine, wait for the light in the dash. Don't start before they stop to flash.

After $300, a neutral switch and fuse box it turned out to be the starter. I had checked it twice already but found out there was a bad spot on the rotor/stator. It had to be in the right position to mess up. Hope this helps someone else.
