cable on steering column

Theres a cable attached to the top of the steering column on my 96 taurus(it has floor shift).It seems to work with the key.What does this do.It also has 2 wires connected to it.Is this the neutral safety switch.

It could be, it could also control your reverse lights.

I think the neutral safty switch is it.Ithas 2 wires coming from it.Any other ideas what it might be.
