its a little more complicated than racing or non racing cams.
i'm not an expert on the subject but there are a lot of different cams with different cam profiles out there, some i'm sure are more suited for N/A engines while others have profiles that are well suitee to turbo applications and will suit your needs quite well i'm sure. like i said i am not great with cam info so thats about all i can help you with. maybe someone with more experience on the subject can clear that up a bit.

You want to look for a cam with high lift and short duration for turbo motors and you want to look for a cam with high lift and long duration for N/A but not as high lift as a turbo cam. It can get rather complicated, but to tell you the reason why the "racing" cams will not work well with a turbo is b/c they will have too much duratiuon andthat will let some of the boost go right out the exhaust valves into the exhaust and you will have less air/fuel mixture in the cylinders. Make sense?

So if I added turbo and racing cams with high lift and short or long duration it would work out...but would it pass the smog test?

No, it will not pass smog.
