Your camera (I'm assuming you mean digitial camera) should have some sort of software such that you can transfer the pics to the computer, remove red-eye, etc. Look around in the features and there should be a resize feature somewhere.
If you still can't find a resizer, you may even find someone kind enough who will let you send them the pic, and they can resize it for you for posting! :D

I always download the photos to my computer and use either Microsoft Paint or Microsoft Photo Editor. Both programs have a Resize function.
