99 Tahoe Code 1351

I have a 99 Tahoe that will not run, I have fire, I have changed all relays, sensors and the fuel pump. The only thing I get when I scan it is a code 1351.
Can somebody please tell me what this si and what might make thins thing run? I had it running but it acted as if it were flooding. it hold great fuel pressure.

According to my handy dandy code book P1351 is "Ignition Control Circuit Voltage High".

The fuel pressure regulators are known to cause problems, but before you go pulling the plenum....
What is the fuel pressure? Is it within specs or is it too high/low. I had one a while back that someone had kinked/twisted the fuel return line at the tank when they replaced the fuel pump. Drove the fuel pressure sky high and the engine was running rich all the time.
Do you have fire at the spark plugs? Are the spark plugs fouled out from excess fuel entering the cylinders?
If you have good fuel quality and quantity, good fire and good compression, it should run.
