installing a touch LCD....

I was presented with a job offer, and I’m not sure if its feasible or not. I was asked if I could install a 10 1/2 inch touch screen in a car. That is not the problem. The problem is seeing if I can somehow program the touch screen to respond to the car's needs. (e.g. make a "neon" icon, and when touched, it would turn on the neons in the car, etc.) if it is possible, can someone hit me back with a response? i just talked to the client, he wants to install a mini tower in the back of the car and run it like that... but how would i connect the electrical system of the car (the neon's controls) into the computer?
