I have a 98 teg RS and when just my low beams are on they barely light the road up at all. Very very dull light and can't see worth crap. I've checked the levelers for the lights and everythings fine, and the light is bright when looking at them. any ideas what could be wrong?

try aiming them up or do a 9005 conversion

You need to adjust them more than likely. Even though the levelers may look level it means nothing really. Do you have a service manual for the car? Not a haynes but a real manual like OEM or Helms? If not I suggest you get one becausethere is a world of information in them and they are very helpful. Post back if you need more help with aimming them.
