Windshield washer pump

Not sure if this is applicable to other model year, but the 93 model has the pump attached to the lower side of the reservoir, externally, and the entire washer reservoir is within the cavity of the right fender. To access the reservoir and to change the pumps, one would have to turn the tires out (or in) for clearance and remove the wheel well cover in front of the tire. Getting to the pump was a pain in the rear, and once the pump(s) is removed, the reservoir would empty the washer fluid onto the floor.
Anyone know of any mod that we can do to convert this into something more user friendly? I won't mind the reservoir being inside the fender, but would like to see the pumps being located under the hood, easily accessed and replaced. Adding a valve between the pump and the reservoir would keep the pump "wet" as it is a requirement.

It may not be the pump - I have a 94 and it is the push button inside the turn signal that is the problems - a site that tells how to fix is -

on left side - stuff on might site look for intermittent washer switch.
