Contant speed using Cruise Control

Hello Everyone.
I recently have had a problem with my Cruise Control on my 1995 Honda Accord LX Sedan (Manual).
When I turn it on the button lights up on the dashboard indicating that its ready and when I try and activate it, the light on the console panel also comes on.
Although, I can Accelerate and Decelerate using the controls on my steering wheel, I canīt keep the car at a constant speed eventhough the light is on.
What can be the problem?
What should I check?
I donīt use it often. Maybe once every three months. However, if I ever sell my Accord I want it to be working.

Hmm.. okay so when you press "Set Decel" (I believe that's what it says, right?) it just continues to slow down after you remove your foot from the pedal? And when you press "Resume Accel" (again, not sure of the wording) it accelerates beyond the speed you set it to?
