Easy way to wire in a 12V Cig Lighter Socket

Does anyone know an easy way to wire in a 12V Ligther Socket on my '99 Sienna. I need the 12V to be "hot" all the time not just when the car is on. I have read on other forums that some cars have spare 12 Volt wires in certain places, etc...

Any ideas?
