I remember the mice names were pixie and dixie the cat was Mr. Jinks but I have no idea what the name of the cartoon is though.

No man, that's Sylvester the Cat and speedy Gonzalez - Looney Toons.. This was more of a budget Nickelodian show that I'm thinking of.

I searched google and the show was called Pixie and Dixie. Well that was a letdown.
