Locked Seatbelt

Is there a way to unlock a jamed seatbelt return? I see a couple of holes in the unit and tried screwdrivers and pins but couldn't release it.

Usually when a seatbelt locks is because the belt got twisted while it retracted if you sit there and move the belt in and out alittle at a time you can usually get it to release about a 1/4 inch at a time. It will take some practice doing this but it will come out alittle at a time.
