Removing Lower Dash Panel

Hi All!

I hope someone can help. I am having problems removing the lower dash panel on a 2002 cavalier. This is the piece that wraps the steering wheel. I have removed the top section by unscrewing the three bolts holding it on, but can't figure out how to remove the lower section. On the left side, the tilt adjust sticks out and on the right side, the ignition switch sticks out!

What do I do??

My cavaliers are older, '94 & '96, but I think that the Tilt adjust lever will unscrew (CCW).
