h-pipe woes

okay, so i went to test drive a car today. It is a 1992 Mustang LX 5.0. It has 122,000 miles on it, still runs very strong and is stock except for a few things. The one that most concerns me is this that it is running an off-road h-pipe to flowmaster mufflers. So i am wondering a few things. #1 is the noise level street legal? Besides the h-pipe being off-road, everything else is stock and as i mentioned it has flowmasters. By the sound they sound like the deltaflow 50's or so, very loud.
#2 I am assuming that since the h-pipe is offroad, that it is not emmisions legal. Does that mean that that car is technically not allowed to be driven on the streets? Also for smoging issues, woudl yo have to buy a while new h-pipe with converters to get it smogged? I have looked for h-pipes but all i can find are perfomance ones and with converters they run up at over $300. Is it possible to order stock ones from Ford or from somewhere at a cheaper price or is my best bet to try to go to a junkyard and find one? I want this car to be smog legal so I don't have to worry about any problems.

Ya best cheapest bet is a junkyard. From ford will cost you a small fortune.

Yes, your car will not be street legal, but that has never stopped anyone from running off road h-pipes before. I have one, and only take it off when I have to pass inspection, that's when the stocker goes on.

Going though Ford to buy a stock catalytic h-pipe will run you close to $500. Not to mention those things are so incredibly restrictive. If you don't care about performance, then find one at a junk yard like GTStang said, but I would recommend a high flow catalytic h-pipe instead.

I have been looking at hi-flow ones, but like i said, 300 bucks just to have my car be street legal is something. Plus I am hailing from San Diego, California. So we have just about the strictest rules here, I have heard that in california, your car must ahve the same about of converters as it does stock, even if it passes emmissions. But I am going to call the DMV and smog places on monday to confirm this. If this is true, then even having a performance hpipe with converters won't help me. Also, to get an h-pipe from a stock car in a junkyard, will i have to cut anything, it does it just bolt off
