cold start/alarm

Hi,
I'm new to this site and a novice at cars also. I have a 97 Jetta GL (100K) that starts cold. It does this in the winter and the summer. Is there anything I can do about this? Also, I have no clue how my alarm works or if it works at all; I would appreciate any info on this.
