Heater Control Problem

When I turn my heater on,every setting except for the floor setting,I can hear a strange noise.It sounds like a clicking noise,almost like something is trying to turn on and off.The heat stays on the whole time though.Also,the fuse for the heater will blow once in awhile

anyone have any ideas on what the problem may be?
