Timing hi/low when engine started after timing belt change.

Hi All,
Boy this site is awesome, lots of goodies here!! Was hoping that someone may be able to help with me problem i have with 1991 Prelude SI 5 speed:
Had the water pump and timing belt replaced, after starting the car first time, engine will idle hi and then back to low. Has anyone come across this proble before after changing timing belt?
I had read a lot about distributor cap, o2 sensors, don't think that this would cause the problem?? you think?? any help will be greatly appreciated.
