Outside temperature way off

The climate control system displays an outside temperature that is over 100, when the real temp is 30. The heater won't put out heat. I found the sensor in front of the radiator and when it is disconnected it makes the temp. flash 55. The sensor seems OK when I put an ohmeter on it ( it showed ~8.5k at inside room temp.) What should I check next?
