I bought this (APEXi AFC Electronic Controller) because I am planning to buy a turbo kit for my 95 RS and this would be essential in regulating the fuel.
Can I use this controller without turbo for the time being?

Sure. A friend of mine uses the AFC and a pocketlogger with a nonturbo RS/GS. Seems that even on the NT, if you have some mods there is a little more power to be gained from tuning. Nowhere near as much as once you are under boost though, but some.
