intermittent heat

'95 Voyager with 3.0 engine. Sometimes the heat is there when the temp comes up. Other times cycling the AC on/off (little blue bar) is required. Is there a relay involved here which is preventing the heater mode? Seems like if it was in the heater mode when you shut it off, it would be there next time you start - not always.
