another "won't start" question

New to forum, sorry in advance if I break a protocol by posting question right off the bat, couldn't find any faq type stuff.
My '97 taurus won't start. It's very cold; coldest day of the year so far probably. The battery is kicking and the starter sounded fine; but it won't fire up like it's not getting gas. I put in a bottle of "heet", waited a while, and still nothing.
How would I know if it's water in the line (frozen gas line), fuel pump, fuel pressure regulator, etc...
Any ideas or suggestions would be much appreciated.

Try spraying gas or starting fluid in the air intake while some one tries to start it. Becareful because of back fire, use small amouts. this will test electic (timing,sparks,etc)
water in fuel will freeze, may take along time. try a vwry warm garage.
