1998 Jetta Airbag Module

The airbag light on my 1998 Jetta has come on and my local garage says that I need a new airbag module. They claim you can only buy new module packaged with a new airbag and that costs $900 or you can buy a used module for approximately $300. Anybody been through this or have any suggestions?
